1     RULES

1.1       The regatta will be governed by the rules as defined in The Racing Rules of Sailing(RRS).

1.2       The current Conditions of the IODA will apply.

1.3       Under PART 4 Rule 40; BSA prescribes that competitors racing in single-handed boats shall wear personal floatation devices that shall be properly fastened the entire time they are on the water, except briefly while changing or adjusting clothing or personal equipment.

 

2. FORMAT OF THE REGATTA

2.1    There will be two fleets; Championship and Green fleets. 

2.2    The Championship fleet will be composed of Red, Blue and White classes. The assignments of these three classes will be based on the competitor’s age on the first day of the regatta.

2.3    The Green fleet is for less advanced sailors who are not yet prepared for the Championship fleet. The Green fleet may not race in some conditions even though the Championship fleet may race.

 

3     ELIGIBILITY AND ENTRY

3.1    Competitors must be 15 years of age or younger on the first day of racing. 

3.2    Competitors must be junior or associate members of the Bahamas Sailing Association or Club member of Club recognized by the BSA.

3.3    Non-Bahamian competitors are eligible as Open Competitors in Championship fleet and Green fleet, and will be eligible for Championship fleet prizes, except the “Geoffrey Holowesko Floating Champion Trophy” which is awarded to Bahamian nationals and residents only.

3.4    Age groups for Championship Fleet:

White Fleet - 10 and under (on the first day of racing)

Blue Fleet - 11 and 12 (on the first day of racing)

Red Fleet - 13, 14, and 15 (on the first day of racing)

 

4     SAFETY

It is the responsibility solely of the parent(s) or the adult representative of the competitor to decide if the child should sail in the weather and sea conditions that might arise during the event. Parents not personally attending any part of the event must ensure that another adult is prepared to make these decisions for their sailor. The Sailing Instructions may impose additional safety requirements.

 

5     FEES

Registration is required for all competitors by 18:00 Thursday, 11th October 2018

5.1       Entrance fee is $100 per participant, on or before 7th September 2018, in cash, check or bank transfer payable to the Harbour Island Sailing Club. This covers all meals, a regatta shirt, registration pack and a quality weekend of fun and racing.

5.2       Late registration is $130 after September 7th.

5.3       At the time of registration a $5 fee is required for IODA (International Optimist Dinghy Association) membership. 

5.4       Competitors who are not members of the Bahamas Sailing Association or are not members of a club, recognized by the BSA shall be required to apply for a membership or a license before the regatta by going online at www.bahamassailing.orgor at the time of registration.

 

6     SCHEDULE

Thursday, 11th October 2018:

2:00 - 6:00 pm - Registration at Registration Tent, Under the Fig Tree, Bay Street

6:00 pm - Welcome dinner for racers and families – Venue to be confirmed

 

Friday, 12th October 2018:

7:30 am - Breakfast for racers Under the Fig Tree, Bay Street

8:30 am Skippers Meeting at Registration Tent

10:00 am Warning Signal for the first race of the day. 

Second race to follow as soon as practical

12:30 pm (approximately) Lunch Under the Fig Tree, Bay Street

1:30 pm Warning Signal for afternoon’s races

Second race to follow as soon as practical

6:00 pm - Dinner for racers and families – Venue to be confirmed

 

Saturday, 13th October 2018:

7:30 am - Breakfast for racers Under the Fig Tree, Bay Street

8:30 am Skippers Meeting at Registration Tent 

10:00 am Warning signal for the first race of the day

Second race to follow as soon as practical

12:30 pm (approximately) Lunch Under the Fig Tree, Bay Street

No Warning Signal will be after 3:30pm on Saturday, 13th October .

6:00 pm - Presentation Ceremony & Dinner - Venue to be confirmed.

 

7     MEASUREMENTS

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions.

 

8     SAILING INSTRUCTIONS

The sailing instructions will be available at registration and on the Event webpage. 

 

9      VENUE

9.1       The general racing area will be in the vicinity of the bay between North Eleuthera and Harbour Island.

9.2       The exact locations of the courses will depend on the specific wind and sea conditions and are at the discretion of the Race Committee.

 

10     THE COURSES

The diagram in the Sailing Instructions show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. The course length and exact configuration will be based on the sailing conditions.

 

11     PENALTY SYSTEM

11.1     RRS 44.1 & 44.2 (one- and two-turn penalties) will be in effect for this regatta.

11.2     A boat that has taken a penalty under rule 31 (touching a mark) or 44.1 shall report it to the RC promptly upon finishing that race.

11.3     Appendix P (regarding penalties) will apply.

11.4     The Jury Boat will be identified by displaying the code flag J (blue-white-blue)

11.5     In addition to the application of Appendix P, the jury will observe racing for other rule infringements. When a jury member sees such an infringement, and no boat hails protest or takes an appropriate penalty, the jury member may make one sound but no yellow flag will be pointed and no sail number will be hailed. This signal means that one or more members of the jury believe a boat should take an appropriate penalty.

 

 

 

12     SCORING

12.1     The low point scoring system of Appendix A will apply.

12.2     Three races shall constitute a regatta.

12.3     When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 

 

13     SUPPORT BOATS (safety boats, mark boats, courtesy boats)

Support boats shall be marked with a Flag given to them at registration.

 

14     RADIO COMMUNICATION

14.1 Except in an emergency, a racer shall neither make radio or phone calls while racing nor receive calls not available to all boats.

14.2 The Championship fleet Race Committee and Mark Boats will communicate on Channel 72

14.3 The Green fleet Race Committee and Mark Boats will communicate on Channel 68

   

15     PRIZES

Trophies shall be awarded to:

a)   Top five finishers in Championship Fleet

b)   Top five finishers in each Red, Blue and White Class 

c)    Top female in Championship Fleet 

d)   Top female in each Red, Blue and White Class

e)   Top five finishers in Green Fleet 

f)    Top female in Green Fleet 

g)   National Champion will be awarded the “Geoffrey Holowesko Floating Champion Trophy”.  

 

16     DISCLAIMER OF LIABILITY

16.1     The Bahamas Sailing Association, Harbour Island Sailing Club, The International Optimist Dinghy Class Association, The Bahamas Optimist Sailing Association and their officers, members and volunteers do not accept liability for loss of life or property, or personal injury or damage caused by or arising out of the Bahamas Optimist National Championship 2018 and competitors take part in the Championships entirely at their own risk. Rule 4.

16.2     The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibility of a competitor for the management of the boat he or she is sailing.

16.3     All competitors and support staff will be required to sign the hold Harmless Agreement.

 

17     INSURANCE

Personal accident/health and third-party liability insurances are the sole responsibility of each competitor.
